Establishes a Missing Children Information Clearinghouse within the Department of Emergency Services and Public Protection to aid in locating missing children in Connecticut.

Defines "missing child" as any person under age 18 with Connecticut residence or believed to be in Connecticut whose location is unknown and has been reported to law enforcement.

Requires the clearinghouse to maintain intrastate communication systems, centralized files, interface with the National Crime Information Center, and conduct investigations in cooperation with law enforcement agencies.

Mandates procedures to maintain confidentiality of medical information collected about missing children and other missing persons, prohibiting public dissemination without consent of parent, guardian, legal custodian, or next of kin.

Requires all state, county, and municipal law enforcement agencies to submit missing child reports to the clearinghouse, and obligates parents or guardians to immediately notify authorities when a missing child's location is determined.
