Requires the Department of Education, Department of Children and Families, and Court Support Services Division to annually track academic progress of youth in state care or custody and report findings to the achievement gap task force.

Mandates all youth in state care or custody take the state-wide mastery examination and requires the public school information system to track out-of-home status for disaggregating academic data.

Grants the Department of Children and Families and Court Support Services Division access to unique student identifier information for youth in state care or custody.

Expands the achievement gap task force duties to assess academic achievement gaps between youth in state care or custody and their peers, and develop elimination strategies.

Requires permanency plan and care/treatment plan reviews to include assessment of youth's academic progress and educational achievement plan.
