Requires the Department of Children and Families and Court Support Services Division to prepare and publicly release school profiles similar to strategic school profiles for schools in Unified School District #2, Court Support Services Division facilities, and contracted private congregate care facilities

Amends section 10-76d of general statutes to include facilities under the control of or contracted with the Department of Children and Families and Court Support Services Division

Mandates schools at private congregate care facilities, Unified School District #2, and Court Support Services Division facilities to conduct self-reviews, on-site reviews by the Department of Education, and follow-up reviews by the Department of Education

Requires the Department of Education to establish standards for certification of schools at these facilities, including requirements for professional development and teaching competencies for educating youth in state care or custody
