General Assembly members receiving $1,000 or more annually from an entity regulated by the state shall not serve on joint standing committees with cognizance over that entity (effective October 1, 2013).

Public officials and state employees receiving $1,000 or more annually from an entity regulated by the state shall recuse themselves from regulatory bodies overseeing that entity and from executive decisions affecting it (effective October 1, 2013).

Prohibits public officials, state employees, and their immediate family members from receiving $1,000 or more annually from state contractors deriving 5% or more revenue from state contracts, organizations with 5% or more state-employed members, lobbyists, or politically restricted individuals (effective October 1, 2013).

Amends the definition of terms in the ethics code to apply to the new conflict of interest restrictions (effective October 1, 2013).
