Authorizes the Secretary of the State to conduct a pilot program for early voting in the November 5, 2013 municipal election, selecting up to nine municipalities across three population categories (under 30,000; 30,000-124,000; and over 124,000).

Requires participating municipalities to submit written early voting plans by August 1, 2013, detailing voting hours and locations starting 15 days before election day, ballot security procedures, staffing requirements, and ballot counting procedures.

Permits early voting in municipal buildings with trained election officials selected under existing statutes, and allows any elector standing in line when early voting closes to vote.

Prohibits solicitation, loitering, peddling, or distribution of campaign materials within 75 feet of early voting locations during voting hours.

Directs the Secretary of the State to assess the pilot program and report findings and legislative recommendations to the joint standing committee on elections by January 1, 2014, with early voting ballots not to be counted until after polls close on election day.
