Repeals and replaces Section 42-159 to define key terms for self-service storage facilities, including "self-service storage facility," "owner," "occupant," "rental agreement," "personal property," "last known address," and "default"

Updates the definition of "last known address" to include both postal and electronic addresses provided by the occupant in rental agreements or written change of address notices

Adds requirement in Section 42-160(d) that owners of self-service storage facilities must follow sections 49-55 to 49-59 when the stored personal property is a vessel

Modifies Section 42-161 to allow owners to notify occupants of lien satisfaction intentions by electronic mail in addition to registered or certified mail, with a statement confirming that opening the email constitutes acceptance of notice

Requires owners sending electronic notice to also send notice by registered or certified mail if confirmation of occupant's opening the electronic notice is not received within seven days
