Defines "school employee" to include teachers, administrators, counselors, nurses, coaches, and other contracted individuals working in public elementary, middle, or high schools with regular student contact.

Defines "physically restrain" as restricting or immobilizing a student's arms, legs, or head, excluding brief comforting holds or minimum contact needed to safely escort students between areas.

Prohibits school employees from being required to physically restrain students if they reasonably believe doing so may result in harm to themselves.

Prevents local or regional boards of education from dismissing, disciplining, or penalizing employees who refuse to physically restrain students based on reasonable safety concerns.

Allows employees to file complaints with the Labor Commissioner for violations, with the commissioner authorized to award back wages and other appropriate relief, with appeal rights to Superior Court.
