Converts the temporary janitorial work pilot program for persons with disabilities and disadvantages into a permanent program under Connecticut state law, effective October 1, 2013.

Expands program participation to include the Judicial Branch and Board of Regents for Higher Education in addition to the Commissioner of Administrative Services as "awarding authorities" for janitorial contracts.

Requires qualified partnerships between commercial janitorial contractors and community rehabilitation programs to fill at least one-third of jobs with persons with disabilities and one-third with persons with disadvantages.

Allows certified small and minority businesses to participate in the program and permits wage rate flexibility when employees are placed at alternate job sites within a contractor's operations.

Requires annual certification and reporting by qualified partnerships to demonstrate compliance with employment requirements for persons with disabilities and disadvantages integrated into the contractor's general workforce.
