Requires the Department of Children and Families to notify custodial parents, noncustodial parents, and guardians when opening an investigation into alleged child abuse or neglect, unless notice may interfere with a criminal investigation or endanger a person.

Initial investigation notice must be provided verbally as soon as practicable or in writing within five business days and must include the allegation, available services (child care subsidies, emergency shelter), and information on victim services and restraining orders.

Requires written notice of substantiated abuse or neglect complaints within ten days after substantiation, including the circumstances of the complaint, the name of the person who caused the abuse or neglect, and available services.

All notices must be provided in English or the principal language of the recipient if known, either by certified mail with return receipt or by personal delivery with written acknowledgment.

Effective July 1, 2013.
