Defines "suitable person" and "suitability" terms in Connecticut General Statutes sections 29-28 and 29-29 regarding pistol and revolver permits.

Extends the decision timeline for local authorities to 12 weeks to render a decision on pistol or revolver permit applications.

Allows local authorities to require applicants to consent to release of documents and evidence reasonably believed relevant to determining suitability for a permit.

Establishes specific factors local authorities may consider when determining suitability, including psychiatric disabilities, attempted suicide or self-harm, violent crime participation or arrests, controlled substance involvement, criminal history, associations with ineligible persons, military service record, workplace violence incidents, protective or restraining orders, animal cruelty allegations or convictions, and other factors reasonably contributing to firearm possession suitability.
