Requires boards of finance, selectmen, or appropriating authorities to provide spending recommendations to local boards of education within 10 days of receiving budget estimates, specifically regarding consolidation of noneducational services and financial efficiencies.

Allows boards of education to accept or reject recommendations and must provide written explanations for any rejections to the reviewing authority.

Requires written explanations of emergency fund transfers to be provided to the municipal legislative body or board of selectmen at the next regularly scheduled board meeting.

Defines "itemized estimate" to require broad budgetary categories including salaries, fringe benefits, utilities, supplies, and grounds maintenance to be divided into one or more line items.

Effective October 1, 2013.
