Establishes a task force to identify suitable sites for regional composting facilities to advance the goals of Public Act 11-217.

Task force shall recommend siting criteria for composting facilities and compile a list of compliant sites statewide.

Task force shall also examine inefficiencies in the individual composting permitting process.

Task force membership includes 9 members: two planning committee appointees (one from a privately-run facility processing at least 104 tons of source-separated organic materials annually), two environment committee appointees (one handling food waste), the Commissioner of Energy and Environmental Protection, and representatives from five regional resources recovery authorities plus the Connecticut Chapter of the American Planning Association.

Task force must submit findings and recommendations to the General Assembly by February 1, 2014, and terminates upon report submission or that date, whichever is later.
