Expands workers' compensation coverage for mental or emotional impairment to include any employee who witnesses the death or maiming of one or more persons caused by intentional acts, if the witnessing is causally connected to employment and diagnosed by a licensed mental health professional.

Maintains existing coverage for mental impairment arising from physical injury, occupational disease, or in the case of police officers, use or subjection to deadly force in the line of duty.

Maintains existing coverage for firefighters diagnosed with post-traumatic stress disorder originating from witnessing the death of another firefighter while engaged in line of duty.

Excludes mental or emotional impairment resulting from personnel actions such as transfers, promotions, demotions, or terminations.

Repeals section 31-294h and takes effect October 1, 2013.
