Requires bail enforcement agents to complete an annual firearms safety refresher course as a condition of permit renewal, and mandates commissioner approval of any badge displaying bail enforcement agent status.

Allows the Commissioner of Emergency Services and Public Protection to adopt regulations governing approval of training schools, instructor qualifications, and course requirements for both criminal justice and firearms safety instruction.
