Amends the definition of "release into the community" under Connecticut sexual offender registration requirements to include temporary leave granted by the Psychiatric Security Review Board to an approved residence pursuant to section 17a-587.

Expands sexual offender registration obligations to apply to individuals convicted of or found not guilty by reason of mental disease or defect for crimes against minors, nonviolent sexual offenses, sexually violent offenses, or felonies committed for a sexual purpose who receive temporary leave from the Psychiatric Security Review Board.

Clarifies that conditional release from a hospital for mental illness or facility for persons with intellectual disability by the Psychiatric Security Review Board and release upon termination of commitment constitute "release into the community" for registration purposes.

Effective July 1, 2013.
