Removes the word "that" from statutory language regarding removal of children from dangerous home environments when serious physical illness, injury, or immediate physical danger exists.

Adds new provision clarifying that persons or agencies holding temporary care and custody of a child have the obligation of care and control, authority to make emergency medical/psychological/psychiatric/surgical treatment decisions, and other court-ordered rights and duties.

Requires courts to provide parents and guardians specific steps to address ex parte custody orders necessary to retain or regain custody of the child or youth.

Maintains existing requirements for preliminary hearings within ten days of custody orders and notice to respondents in clear, simple language regarding hearing rights and counsel appointment.

Effective October 1, 2013.
