Changes terminology from "Director" to "Utility Commissioner" for members of the Public Utilities Regulatory Authority and establishes their three-year appointment terms with specific qualifications in economics, engineering, law, accounting, finance, utility regulation, or related fields.

Reorganizes energy planning by establishing the "Integrated Resources Plan" and "Comprehensive Energy Strategy" as primary policy documents to guide Public Utilities Regulatory Authority decisions on electricity procurement, rates, and conservation measures.

Moves procurement authority for electricity from the Department of Energy and Environmental Protection to the Public Utilities Regulatory Authority, including development of annual Procurement Plans for standard service contracts.

Requires the Commissioner of Energy and Environmental Protection to be a party to all Public Utilities Regulatory Authority proceedings and allows appeals without demonstrating aggrievement.

Expands energy efficiency standards for appliances and equipment sold in Connecticut, including televisions, audio players, water dispensers, and heating equipment, with compliance required by specified effective dates.
