Restructures the Board of Pardons and Paroles to consist of 20 members (1 chairperson, 5 full-time, 14 part-time) effective July 1, 2013, with all members eligible to serve on both parole release and pardons panels as assigned by the chairperson

Changes parole hearing requirements from mandatory to discretionary by allowing the board to "may" rather than "shall" hold hearings for inmates completing 75% or 85% of their sentences, with board members required to document reasons if no hearing is held

Increases part-time board member compensation from $110 to $200 per day effective July 1, 2013

Establishes an administrative pardons process allowing certain misdemeanor convictions and drug-related offenses to be pardoned without a hearing unless a victim requests one, and requires board members to issue written statements explaining pardon rejections

Repeals sections 54-125d and 54-125g and makes pardons applications and records confidential except by court order, applicant request, or board authorization
