Transfers responsibility for requesting annual appropriations for the Connecticut aid to public college students grant program from the Board of Regents for Higher Education to the Office of Higher Education, effective July 1, 2013.

Requires the Office of Higher Education to develop a formula for allocating appropriations to the University of Connecticut, Connecticut state universities, and regional community-technical colleges based on federal student aid received by students at each institution.

Mandates that allocated funds provide grants for educational expenses and student employment to Connecticut residents with substantial financial need enrolled in degree-granting or precollege remedial programs.

Requires a minimum of 10 percent of appropriations exceeding amounts received as of June 30, 1987 be used for financial aid to needy minority students and a minimum of 5 percent be used for community service work-study placements.

Extends similar appropriation and grant provisions to Charter Oak State College for fee waivers, limited to 15 percent of tuition and fees paid in the previous fiscal year.
