Establishes a Nursing Home Financial Advisory Committee to examine nursing home financial solvency and quality of care, with membership including commissioners of Social Services and Public Health, Long-Term Care Ombudsman, and representatives of both not-for-profit and for-profit nursing homes.

Committee must convene by August 1, 2013, and submit annual reports to joint standing committees of the General Assembly regarding appropriations, budgets, human services, and public health.

Committee shall recommend actions to improve financial conditions of nursing homes with insufficient resources to meet operating costs and receive quarterly reports from the Commissioner of Social Services on pending interim rate increase requests.

Requires nursing facilities planning transfers of ownership, expansions of services, or bed capacity changes to notify the Department of Social Services and Long-Term Care Ombudsman at least 30 days before submitting a certificate of need application.

Mandates that Department of Social Services evaluate residents of affected facilities to determine eligibility for transition to community-based settings before facility actions are implemented.
