Repeals reference to "capable" blind persons and "partially blind" in employment assistance statute, replacing with "legally" blind persons only.

Changes Assistive Technology Revolving Fund loan term from five years to ten years and caps interest rate at six percent for loans made after July 1, 2013.

Increases wheelchair purchase threshold from $3,500 to $20,000 per unit and adaptive equipment threshold from $10,000 to $120,000 per unit for direct purchases without purchase orders.

Expands vocational rehabilitation counselor placement from six named school districts to all school districts throughout the state.

Establishes annual reporting requirement for Commissioner of Rehabilitation Services to submit electronic reports to the Governor and General Assembly on services for blind, deaf, hearing impaired, and vocational rehabilitation clients, effective July 1, 2013.
