Changes the Connecticut energy assistance program annual plan submission deadline from August 1 to October 1 each year and requires the Commissioner of Social Services to submit the plan in accordance with section 11-4a.

Eliminates two mandatory reporting requirements for the energy assistance program: the January 30 report on program activity and the November 1 report covering the preceding twelve calendar months.

Modifies federal waiver application procedures to exempt routine operational issues, applications submitted to comply with statutory requirements, and certain Medicaid state plan amendments from requiring prior joint standing committee approval.

Eliminates the December 15 annual reporting requirement to the Governor and joint standing committees regarding social services block grants and community services block grants implementation.

Extends the timeline for disability determinations in public assistance applications from 60 days to 90 days, while maintaining the 45-day standard for other applications.
