Repeals and replaces Section 31-3uu to broaden the definition of "new employee" eligible for subsidized training grants under the Unemployed Armed Forces Member program.

Removes the requirement that armed forces members must have served in a combat zone designated by the President to qualify; now requires only honorable discharge after at least 90 days of service, or earlier discharge due to service-connected disability.

Establishes grants for eligible businesses to subsidize on-the-job training and wages for up to 180 days: 100% of wages (capped at $20/hour) for first 30 days, then declining to 75%, 50%, and 25% for subsequent 60-day periods.

Requires the Labor Commissioner to report annually to legislature on program participation, including number of participating businesses and individuals hired.

Takes effect October 1, 2013.
