Office of Higher Education must develop a list of nondegree certificate programs and technical training courses at regional community-technical colleges that address workforce shortages in health care, manufacturing, transportation, and energy sectors.

Report detailing the list, number and types of programs offered by each college, and how offerings align with workforce shortage areas must be submitted to the joint standing committee on higher education by January 1, 2014.

Board of Regents for Higher Education and Board of Trustees for The University of Connecticut must report to joint standing committees on higher education and appropriations by February 14, 2014, and February 13, 2015, regarding operating budgets, actual expenditures and revenues, budgetary reserves, and estimated expenditures and revenues through the end of the fiscal year for all state universities, regional community-technical colleges, Charter Oak State College, and The University of Connecticut.
