SB 00874 Summary

• Establishes the Autism Spectrum Disorder Advisory Council to replace the previous independent council, consisting of state commissioners, persons with autism, parents, advocates, professionals, and higher education representatives, effective July 1, 2013, and terminates June 30, 2018.

• Revises the Camp Harkness Advisory Committee membership to include representation from the Family Support Council instead of a consumer from the Family Support Council, effective October 1, 2013.

• Updates federal regulatory references in the birth-to-three early intervention services program from 34 CFR Part 303.12 and 303.22 to 34 CFR Part 303.13, 303.31, and 303.34 to align with current federal regulations.

• Changes the child referral timeline for early intervention services from "within two working days" to "as soon as possible but not later than seven calendar days" after identifying a child with suspected developmental delay.

• Adds limits on consecutive terms for appointed council members (maximum two consecutive terms) and includes the state coordinator of education for homeless children and youth and early childhood special education coordinator in the birth-to-three coordinating council.
