Phases in kindergarten entrance age cutoff dates: January 1 (2013-2014), December 1 (2014-2015), November 1 (2015-2016), and October 1 (2016 forward), with children reaching age five by these dates eligible to enroll.

Allows local and regional school boards to enroll children under five years of age at their discretion.

Restricts parental deferral of school enrollment: parents may only delay kindergarten entry until age seven if a physician certifies the child should wait or the child has been identified as having a developmental delay.

Requires the Commissioner of Education to develop a plan by October 1, 2013, for providing school readiness program spaces to children who miss the kindergarten cutoff date and for implementing the entrance age changes.

Effective July 1, 2013, except the Commissioner's planning requirement which takes effect upon passage.
