Establishes manufacturer permits for farm wineries limited to producing wine and brandies from grape and fruit products, located on state farms.

Authorizes farm wineries to sell bulk wine, ship to retailers (up to 15 gallons per container if producing 100,000 gallons or less annually), offer tastings, sell retail bottles on-premises, sell by the glass, and directly ship wine to in-state consumers.

Requires direct consumer shipments to include age-verification labels, obtain signature from person 21+, limit shipments to 5 gallons per two-month period per consumer, and pay applicable sales and alcoholic beverage taxes.

Mandates farm wineries grow at least 25% of fruit used in wine production on their premises or leased property, with minimum 5-acre aggregate acreage for multi-property operations.

Sets annual manufacturer permit fee for farm wineries at $300 and allows sales at nonprofit farmers' markets with proper permit and invitation.
