Increases liquid asset eligibility for Alzheimer's disease program from $109,000 to $111,000, effective July 1, 2013.

Changes annual income and asset eligibility adjustments for Alzheimer's disease program from July 1, 2009 to July 1, 2014, to be indexed annually for Social Security cost of living adjustments.

Replaces complex community spouse asset protection formulas with simplified flat asset limits for elderly home and community-based care: $40,000 for single individuals and $65,000 for married couples, effective July 1, 2013.

Reduces participant cost-sharing requirement from 7% to 6% of care costs for persons ineligible for Medicaid, effective July 1, 2013.
