Establishes a task force to study the feasibility of creating a public retirement plan, including examining state residents' access to employer-sponsored retirement plans and retirement savings levels.

Task force composition includes legislative committee chairs and ranking members, plus 10 additional appointed members representing seniors advocacy, academic experts, business representatives, organized labor, and state officials.

Task force shall examine retirement savings gaps, public assistance reliance among retirees, current state tax incentives for retirement savings, and opportunities to improve retirement preparedness.

Requires all appointments to be made within 30 days of the effective date, with the first meeting scheduled within 40 days.

Task force must submit findings and recommendations to the joint standing committee on aging by January 1, 2014, at which time the task force terminates.
