Expands supplemental nutrition assistance program outreach to eligible individuals, including recipients of home-delivered meals, congregate meals, and public assistance.

Authorizes municipalities to permit home sharing in single-family zones for up to four adults age 60+ or with disabilities, and to allow accessory apartments for seniors, persons with disabilities, or their caregivers in residential zones.

Eliminates building code variation requirements for visitable home features including 32-inch doorways, accessible exits, and accessible first-floor bathrooms.

Expands mandatory reporting requirements for elder abuse and neglect to include employees of community-based service providers, senior centers, home care agencies, and congregate housing facilities, and requires employers to provide training on detecting abuse.

Requires annual reporting to the legislature on complaints of elderly abuse and neglect, categorized by type, and directs a public awareness campaign on consumer fraud and scams targeting seniors and caregivers.
