Establishes decision timelines for the council's certification proceedings on wireless broadband facilities: 12 months for major facilities, 180 days for smaller facilities (extendable to 360 days with applicant consent), effective July 1, 2013

Adds presumption of public need for personal wireless services in cellular facilities and limits council review to specific facility needs, while clarifying that state-owned facilities must still meet public safety requirements

Requires the council to examine facility sharing feasibility, latest design options to minimize impacts, and whether facilities would affect undisturbed scenic areas before granting certificates

Expands allowable uses of water company land to include telecommunications towers, antennas on existing structures, ancillary equipment, and related access drives and utilities, in addition to existing permitted uses

All changes take effect July 1, 2013, amending Connecticut General Statutes sections 16-50p and 25-32
