Establishes design-build contract procedures for UConn projects estimated over $500,000, allowing the university to select a design-builder through a competitive proposal process with predetermined scoring criteria for qualifications, past performance, and project cost.

Requires construction manager at-risk contracts to include a maximum guaranteed price and advertise bidding opportunities on the Internet in addition to newspapers with general circulation in the state.

Expands the definition of "total cost basis contract" to include design-build contracts in addition to construction manager at-risk project delivery contracts.

Exempts agricultural purchases of $50,000 or less (dairy products, poultry, farm-raised seafood, beef, pork, lamb, eggs, fruits, vegetables, and other farm products) from competitive bidding requirements for constituent units of higher education.

Requires constituent units to give preference to agricultural products grown or produced in Connecticut when they are comparable in cost to out-of-state alternatives.
