Allows holders of package store permits to simultaneously hold gift basket retailer permits, eliminating the previous restriction that prohibited this combination.

Package store permit holders with gift basket retailer permits may only sell gift baskets on the premises of their package store.

Gift basket retailers who are not package store holders must continue purchasing wine only from package store permit holders or farm winery manufacturers.

Maintains existing gift basket contents limitations, including a maximum of four bottles of wine per basket plus food items, nonalcoholic beverages, and related merchandise.

Sets the annual gift basket retailer permit fee at two hundred dollars.
