Extends the timeline for security officer license applicants to submit applications from immediately after training completion to not later than two years after successful completion of required training (effective October 1, 2013)

Reduces the timeframe for criminal history records checks on persons residing in homes from fifteen calendar days to five calendar days after a name-based search is performed (effective October 1, 2013)

Authorizes the State Police Bureau of Identification to maintain fingerprints in electronic format instead of paper format and permits destruction of paper copies once converted (effective July 1, 2013)

Requires organized local police departments with electronic fingerprint capture capability to submit fingerprints electronically to the State Police Bureau of Identification starting January 1, 2014
