Reduces the minimum percentage of voting districts subject to post-election audits from 10% to 5% for federal, state, and municipal elections and primaries, effective July 1, 2013.

Requires audits to include manual tabulation of all paper ballots on a different voting tabulator than the one used on election day, with results compared to the original electronic count.

Directs audit reports to be submitted to the University of Connecticut for analysis, then forwarded to the Secretary of the State and State Elections Enforcement Commission.

Mandates a discrepancy recanvass if vote count differences exceed one-half of one percent and the margin of victory is less than the discrepancy multiplied by the total number of voting districts where the race appeared.

Requires the Secretary of the State to examine and recertify any voting tabulator found to have recorded votes inaccurately and grants the Secretary access to voting machine code when problems are discovered through audits.
