Extends portal-to-portal workers' compensation coverage to public safety dispatchers, making "in the course of employment" include travel from home to work and back under specific circumstances.

Dispatchers receive coverage when responding to a direct order to appear during times when nonessential employees are excused, or after two or more consecutive mandatory overtime shifts.

Aligns dispatcher coverage with existing protections for Department of Correction employees under the same employment circumstances.

Effective date is October 1, 2013, amending Connecticut General Statutes Section 31-275(1).

Requires the Workers' Compensation Commission to adopt regulations defining terms including "departure from place of abode directly to duty" and "return directly to place of abode after duty."
