Adds a new unlawful act making it illegal for a certified applicator to apply a pesticide in a faulty, careless, or negligent manner (effective October 1, 2013)

Amends section 22a-61(b) of the general statutes to include the new prohibition against improper pesticide application by certified applicators

Expands existing pesticide regulation violations to include negligent application practices alongside other prohibited conduct such as false labeling, record falsification, and restricted use violations

Received joint favorable recommendations from the Environment Committee and Judiciary Committee
