Repeals and replaces Section 20-202 of the general statutes effective October 1, 2013, outlining grounds for disciplinary action against veterinarians by the state board.

Adds new standard that when determining negligence, the board may consider American Veterinary Medical Association standards of care and guidelines, including guidelines for prescription drug use, distribution, and prescribing.

Maintains existing grounds for discipline including fraudulent credentials, unfitness or incompetence, animal cruelty, unskillfulness or negligence, violations of chapter provisions, and failure to maintain sanitary premises.

Authorizes the Commissioner of Public Health to order license holders to submit to physical or mental examination if their capacity to practice safely is under investigation, with court enforcement available.

Holds employers liable for violations committed by unlicensed employees in their practice if the employer had knowledge of the violations.
