Transfers explosives, fireworks, and pyrotechnics regulatory authority from the Department of Construction Services to the Commissioner of Emergency Services and Public Protection, effective October 1, 2013.

Establishes new regulations for supervised special effects displays using pyrotechnics and flame-producing devices, including permit requirements, $100 application fee, $200 certificate fee for operators, and penalties up to class A misdemeanor or class C felony if death or injury results.

Simplifies school roof pitch requirements by replacing specific reduction criteria with a requirement that roofs conform to the State Building Code, eliminating the former exception allowing reduced pitch based on cost, time, and structural considerations.

Repeals multiple sections of statutes relating to the Department of Construction Services' duties regarding explosives and fireworks effective January 1, 2015.

Repeals Section 2 of Public Act 12-60 concerning roof pitch requirements effective from passage.
