Armed forces members entitled to a stay under the Servicemembers Civil Relief Act may elect to proceed with family relations matters while unavailable to appear in person, subject to court approval.

Service members may provide testimony through secure videoconferencing, conducted under oath, observable by all parties, and recorded by a qualified court reporter.

Service members may submit testimony by affidavit in family relations matters where physically present parties are permitted to use affidavits for seeking temporary relief.

Courts must permit this electronic testimony unless the opposing party demonstrates good cause that its use would substantially prejudice them.
