Establishes tuition and extension fee waivers for wartime veterans and active Connecticut National Guard members at regional community-technical colleges, Connecticut state universities, and University of Connecticut, effective October 1, 2013.

Wartime veterans must have performed service in time of war, been accepted for admission, and been domiciled in Connecticut at time of acceptance; National Guard members must be certified by the Adjutant General as in good standing and enrolled in undergraduate degree programs.

Waivers for veterans and National Guard members include educational extension programs and summer school session fees, with reductions applied if recipients receive employer educational reimbursement.

For veterans applying for federal Post-9/11 Veterans Educational Assistance Act benefits, state institutions shall waive tuition and extension fees exceeding the federal veteran tuition benefit amount.

State appropriations shall reimburse institutions for tuition and extension fee waivers exceeding specified thresholds (5% for community colleges, 2.5% for state universities and UConn), with reimbursements channeled through the "United We Stand commemorative account" established in the General Fund.
