Repeals and replaces Connecticut General Statutes Section 10-15f with the Interstate Compact on Educational Opportunity for Military Children, effective from passage.

Establishes a multi-state compact to remove educational barriers for children of active duty military members, including timely enrollment, course placement, and graduation assistance.

Grants ten days of excused absences plus additional discretionary absences to students whose parent or legal guardian is on active duty and called to deployment, leave, or immediately returned from combat zones.

Creates the Interstate Commission on Educational Opportunity for Military Children to coordinate policies, establish rules, resolve disputes, and ensure compliance among member states.

Applies to public school children of active duty service members, medically discharged/retired members, and deceased service members for one year following death; also covers children placed with noncustodial parents.
