Commissioner of Social Services, in consultation with the Commissioner of Public Health, shall develop a plan to ensure that at least 75 percent of elderly persons (age 60+) requiring long-term care receive care in home settings rather than nursing facilities by January 1, 2016.

Commissioner must conduct a study by October 1, 2013 identifying the projected number of elderly persons needing long-term care, the percentage capable of receiving home-based care, available federal and state funding, projected cost savings, required labor force changes, and impact on nursing home facilities.

Commissioner shall convene a working group by October 1, 2013 including elderly persons/representatives, home care providers, for-profit and not-for-profit nursing home representatives, and state agency staff overseeing long-term care.

Commissioner shall present the completed plan to the joint standing committees on aging, human services, and public health by December 31, 2014.

Act takes effect July 1, 2013.
