Repeals and replaces Section 32-1o of the general statutes effective July 1, 2013, establishing new requirements for the state's economic development strategic plan.

Changes the strategic plan update cycle from every five years (starting 2009) to every four years (starting 2015), with the Commissioner of Economic and Community Development preparing the plan in consultation with multiple state agencies and authorities.

Streamlines the plan's required components by removing specific mandates for reviewing urban jobs programs, enterprise zones, railroad depot zones, and other specialized development programs, instead allowing the commissioner to determine appropriate content.

Simplifies the approval process by eliminating the requirement for Governor approval and instead requiring the commissioner to submit the plan directly to joint standing committees on commerce, planning, appropriations, and finance within 30 days of completion.

Removes the provision allowing the commissioner to revise and update the plan upon gubernatorial approval, replacing it with a streamlined posting requirement on the Department of Economic and Community Development website.
