Amends requirements for electric distribution companies to file long-term power purchase contracts from Class I renewable energy projects with the Public Utilities Regulatory Authority, with a preference for Connecticut-located projects funded by the Clean Energy Fund and at least one megawatt in size.

Sets minimum contract requirements of 125 megawatts total (apportioned among distribution companies) from October 1, 2007 through September 30, 2008, and 150 megawatts total thereafter.

Prohibits the Public Utilities Regulatory Authority from extending Project 100 or Project 150 contract termination dates beyond previously approved dates, except it may grant extensions of up to twelve months for projects in distressed municipalities with populations exceeding 125,000 and up to twenty-four months for projects with capacity under five megawatts.

Allows costs of renewable energy contracts and associated administrative costs to be included in standard service rates, provided contracts are for at least ten years and for projects that began operation on or after July 1, 2003.

Requires the Public Utilities Regulatory Authority to study renewable energy contract operations by September 1, 2011 and report findings to the joint standing committee on energy matters.
