SB 950 Summary

• Replaces references to "Department of Public Utility Control" with "Public Utilities Regulatory Authority" and "Department of Environmental Protection" with "Department of Energy and Environmental Protection" throughout Connecticut's energy and telecommunications statutes.

• Repeals obsolete provisions including the standard offer and transitional standard offer for electric generation services (effective January 1, 2007), replacing them with standard service and supplier of last resort service provisions.

• Removes outdated telegraph company regulations and eliminates references to temporary generation facilities and related cost recovery mechanisms from various statutes.

• Makes technical corrections to telecommunications company definitions, alternative regulation procedures for telephone companies, and community antenna television operations.

• Consolidates and clarifies provisions related to electric distribution company obligations, renewable energy standards, systems benefits charges, and hardship protections for ratepayers.
