Establishes a health insurance advisory council to review Insurance Department oversight of health insurance rates, ensure affordability, and monitor Affordable Care Act implementation in Connecticut.

Council membership consists of 21 members including appointees representing uninsured individuals, Medicaid recipients, organized labor, insurance companies, health care providers, insurance producers, small employers, and self-employed individuals, plus state officials and legislative representatives.

Governor appoints one actuary member who must be in good standing with the American Academy of Actuaries.

Council must evaluate 13 specific areas including consumer affordability factors, provider network adequacy, rating methodologies, insurance producer incentives, and state competition promotion efforts in the health insurance market.

Council shall submit reports to the joint standing committee on insurance quarterly beginning January 1, 2014, with first meeting required by August 1, 2013; members receive no compensation but are reimbursed for necessary expenses.
