SB 964 Summary

• Allows the South Central Connecticut Regional Water Authority to conduct water or environmental-related activities beyond its district, provided outstanding debt from such activities does not exceed 5% of the authority's net utility plant devoted to water supply and wastewater services

• Permits public hearing notices to be published in electronic media, including the authority's website, if no newspapers with general circulation exist in the district

• Increases the maximum maturity period for negotiable notes from 5 years to 8 years from the date of original issue

• Allows the authority to participate in procurement groups, alliances, or consortiums with other state or federal governmental entities without requiring competitive bidding for contracts exceeding $50,000

• Removes the October 1, 2008 deadline for the disposition of Class I and Class II land, allowing the authority continued authority to sell such land and use proceeds to acquire watershed or aquifer land

• Adjusts the per diem compensation for representative policy board members to $100 per day (adjusted for inflation every five years beginning January 1, 2015)
