Commissioner of Public Health, in consultation with the Commissioner of Education, shall establish a pilot program to study injury incidence and concussions in high school interscholastic athletic activities, funded only through private or federal sources at no cost to the state.

Twenty high schools will receive grants-in-aid to monitor and report injuries over a two-year period, working with school athletic directors, licensed athletic trainers, physicians, and the Connecticut Interscholastic Athletic Conference.

Commissioner of Public Health shall submit a report to the joint standing committees on public health and education within one year of program commencement, including a summary of injury reports and recommendations for reducing student athletic injuries.

Commissioner of Public Health may accept private and federal government funds for making grants-in-aid to participating schools.
