School bus operators are prohibited from running engines for more than three consecutive minutes when the bus is not in motion, effective July 1, 2013.

Exceptions to the idling prohibition include traffic conditions, mechanical difficulties, operation of heating/cooling/auxiliary safety equipment, and receiving or discharging passengers.

Lowers the outdoor temperature threshold for allowable idling from twenty to thirty-two degrees Fahrenheit.

Adds a new exception permitting idling when the operator is performing a safety inspection of the school bus before operation.

Maintains exceptions for maintaining safe temperatures for students with special needs and when the school bus is being repaired.
